Speech for : International Sociological Association
It is with great pleasure that I greet the proceedings of this conference on behalf of the Municipality of the Island of Aegina, Greece. It is our confirmed duty to give the best of ourselves towards structure of our Administration and the modernization of local government. The citizen and his rights is at the very center of our every strive. For this sole reason the duty of the local government should focus on the realization of the fulfillment of everyone’s rights, but also on the stability and continuing enforcement of personal freedom for each and every one of us. The Government, the local administration should not be viewed as an unnecessary mechanism for our social well being nor as a supplement to our social activities.
Our antagonist in any case should be the ailing traditional structure of a hypertrophic government, the malfunctions on every level of our social, political and administrative level, the generalized centralization, our customer dependance and non clarity that unavoidably lead to the obstruction of progress and the austere behavior of the representatives of state.
The rights of the citizen mean an element of unison. Why you ask? – Because the values they represent are the fundamental basis upon which our democracy thrives. Creating a society that will fulfill our expectations, relies greatly on the capacity of the citizens to act upon their fundamental rights and thus to identify and evolve as responsible and autonomous personalities. In this very hastily evolving scenario we need new policies adjustable to our needs. Society applauds the ones who take the initiative. But this has a consequence, the break from non functioning policies and most certainly tools of intervention and methods.
For an open economy – new policies are adamant, based on realizing the need for an ever adaptive cooperation and the conservation of our social preserverance. The flourishing of our infrastructure especially on our islands is a fundamental prerequisite for the financial development for more work position opportunities and for the improvement of our daily life. In order to pursue and leave a historical mark we need to give a crystal clear perspective as to where and how our society is heading.
This course is defined from the very answer to this simple question..»where are we headed?».
Today recognizing the needs of our society, we owe it to ourselves to create a wholesome and fullproof vision as to where to lead our local society and what values we need to pursue.
With our eyes fixed to the future our vision should be limited by the following three-fold:
Social Cooperation and Involvement
The main importance for the local government falls on the quality of development, the values we utilize to materialize development. Amidst these unprecedented conditions of globalization, of the very intense diversities, the representatives of the local government should be constant. We should know where, how and why we are headed in the direction chosen. It is the political and historical point at which the constitutional agreement which expresses the Greek people should be finally made.
Greece needs to embrace the citizen and to respect each individual without discrimination.
Our responsibility is great especially in the participation and cooperation sectors so that we act as one.
The Greek State needs to represent the general interest of the people in a just and balanced course of action.
In this manner general interest emerges from personal prosperity, commitment and each citizens expectation.
